Requirements

Sorry for the noob question
I get the 'The Celestial Star' and one of its features is "-100 requirements", my question is, what does it mean?

It just means that the required stats you would need to use the weapon have been reduced. At -100% that means it only needs the same stats and level to use as a normal (white) flail.
