That being said, I am level 22 finishing the caves, and I noticed something about balance issues within enemies.
Some enemies don't do damage at all, like the "butcher" type monster, they still have a fair amount of high hp but don't hit at all...
Goat archer hits more than those for example, and they run away as fast as you, shoot faster, attack at range... What is the idea behind this? If someone is faster and attacks from afar, shouldn't it do less damage?
Also those new monster that look like demon skeletons, they hit about 10 times more than any other enemy. I have the same resistance to lightning and cold (23% I believe), and I met the same tier of those enemies along with the big lightning caster demon-like: those lightning ones do me little harm (which makes sense since they shoot fast and I have some resistance) whereas those skeleton demons simple mobs hit me for like 1/6 of my hp and the boss possibly one-shot my with their melee combo. I am a barbarian with 250 hp, using sword and shield and valors armour. I mean, what the hell?

I think you need a basic review of damages of the various monsters, because it does not make much sense from a experienced video game and dungeon master point of view. I know sometimes we create a new monster and we want It to shine, but this is unbalanced in a 5 times to 1 ratio. I would be curious to see the math behind those enemies. Those skeletons definitely need an adjustment, as I would also re-balance the ranged enemies to do less damage than the ones attacking in melee.
That being said, another big thank you for the beautiful mod and fun you brought me! It is really amazing to see diablo 1 run on win 10 with extra content!
