Critical Hit % doesn't work on spells does it?

i am asking this because i find it odd that on spellweavers amulet is a possiblity that critical hit % affix is created...

It's one of the random affixes, not part of the ones that come from recipe, it can spawn on any amulet. And no it doesn't work with spells.
