No, and it's unlikely to happen before quite a while.
However I remember reading about plans to make the text resources external to the program, which would make it much easier to translate, once the mod is closer to "final" state.

It's possible to translate to French, but someone must translate it. Ok, it's possible to extract text from psx version but I still need translated additional texts.

I've played it since 97/98 with a french book inclued with the game box, who give all translation about the NPC quotes, attribute, shrine ect...
