Max stats possible?

If there are no elixirs and the max clvl will be 60 it won't be possible to achieve max stats in all departments. is this intended (would make up for more character variation imo) or will there be a possibilty to gain more stats?

Remember, that completing a "Infested Cellar" quest gives you 5 more points to spend

On 4 difficulty levels thats 20
