oh, i just saw that the sets and items are all in 2 languages

Can someone tell me what "Act of transformation means", for example on TRANG-OUL'S AVATAR - Set? Is it changing you appearance?

Can someone tell me where to find milabrega scepter, i found a lot of scepter s set uniden, but not milabrega.
