The best bow before Heartseeker

Hello,
What is the best bow in Hell difficulty if i have not heartseeker? I am using Bow of the Dead (Short War Bow ). The problem is that is too weak!! I am killing yellow bosses very long time (and i offen die)!!
Is it possible get heartseeker in caves in hell difficulty??
I gamble also, but without effect (40 000 000 gold+ and nothing).

Craft Upgrade Unique Weapon and Bow of the Dead will be worth it.

I'm leveling a rogue right now (in Tchernobog, but it doesn't matter much imo), are rare bows that bad compare to uniques beside Heartseeker?
