Soulstone Chamber, one after the Secret Tunnel from Lost Treasure quest. You don't really have to kill the Mages there, just use Telekinesis on the levers to open doors and on the Bookcases and see what drops. Then Teleport to next corner room and repeat.

You can upgrade them (after you learn Upgrade Uniq Weapon/Armor recipes) but they suck either way later on, so just salvage them when you replace them with something better.

They can be learned up to, they can't go beyond 15. Only +Spell Levels on gear or Lore Shrine (temporarily) can increase spells over 15.

There is no immunity to holy dmg, which Holy Bold does only to undead monsters, so this is BS. 1. Yes.
2. I think the spells that multihit don't proc on striking, maybe at all or just less often.
3. Yes it's cast, you don't have to actually hit a target for the proc to happen.
4. No cooldown, just the chance, consecutive casts can trigger it each time or not at all.
