Elemental Drain Staff.

i have questions:
1. Does those Elemental Drain charges have CD like mage`s skill ? ( i think it shouldn`t cause it would be useless )
2. Can i catch this staff at Adria`s store or must be looted.
3. Does it reduces resistances like mine skill ( resistances decreased more by lvl ) ?

Yes i just today realize that ppl talked about Elemental Drain staff`s, they meant staff with resistance reductions.
