I've reached torment and since then i didn't get any gems.

you have to salvage items with the anvil of fury. when done you get several different gems and oils depending (my experience) on the base lvl of the item.

Where is anvil of fury? At Dungeon or at blacksmith?

After completing Magic Rock quest Anvil should be seen at the Griswolds blacksmith. After completing Anvil of Fury quest Anvil is activated.

The anvil will show up after the Magic rock quest, yes, but is unavaiable for crafting until after the "Anvil of Fury" quest is completed.
