Does crafting alter ilvl like in diablo 2?

i bought a short staff from the wandering trader via gambling with my mage lvl 51. now the staff should have a high ilvl.
when i craft it over and over again, does the ilvl of the short staff decrease with each crafting?

From what I have seen when crafting items myself, neither character nor ilvl seem to be a factor.

My word is not gospel of course and would welcome the news that ilvl is in fact relevant to crafting.
