how does the modifier "Add XX points to damage" work?

I am debating on crafting harbringer or fanatic rings.


All resists %
Crit chance %
40 Dex
20 Strength
Add XX points to damage
Mana Steal %

I find that by Torment, the only thing that matters in rings is

All Resists
+ Crit Damage
Life or Mana leach
Stats is a bonus but no big deal by this point
