I haven't seen book at Adria shop (she's just too far away from civilization), but I've found this book today while playing on second difficulty level with command $player 10
So I know this book exists. Unfortunately its very Very VERY rare
Also, Apocalypse spell has been seriously weakened copared to original D1. Too bad. Its even weaker than Hellfire version of that spell. First of all it does not works over walls and does not hits enemies that are hiding/teleporting.

There is no $PLAYER x command in Tchernobog.

Well just get 10 players together.
