Diablo 1 HD Hellfire Mod | Awake

Recently found this recipes, tried it on mage staff and armor + helm (Naj´s Ancient Vestige) and does not see any difference after upgrading...

How does these two recipes work?

Does it differ when I use this on recipe on hell difficulty (what I did by mistake) instead of Torment?
