In normal difficulty i have for example 67% fire resist.
In nightmare level went down to 42%.
However when I count levels of resistance on the basis of items' values it is still 67% but in nightmare info shows 42%.
I am confused.
Do levels of resistance change due to level of difficulty?

It is important to maintain your resistances at the max level possible. It is also extremely important at higher difficulties to have items that make you immune to freeze when encountering cold enhanced enemies.
At higher difficulty levels, rare and some unique item drops will offer x% Resist All plus x% Resist other elements. You will stack these until you have your max resistances.
Crafted Assassin items and some set and unique items can also raise max Resist above the set limit of 75%.
Grind and Find. Don't dwell too long on the first difficulties. Get to Torment as quickly as possible.
