So you're looking for a Heartseeker? Definitely Hell LT, try to keep your MF% at least above ~200%.

Pretty sure Heartseeker drops in LT only on Torment difficulty. Since you are already in Torment, you can easily have access there by skipping levels (since you are playing singleplayer). For that you need to get to dlvl 13. Just use teleport and warp and you'll find stairs on each level in no time.

It took me 800 runs in LT Torment (>300%mf).

I found 2 HS (one with almost perfect stats) in Torment LT with less than 400 runs.
