does elemental drain also affect other players?

I am interested in making a supporter build. So
I want to know if the elemental drain class spell of
the wizard affect other people. Furthermore, can it stack? If two wizards
Cast elemental drain. Can the enemies, who are in the range of the spell, get their resistances reduced by the double amount ? I would really appreciate some answers. Furthermore, brightlord, go and add some items with CDR ( cooldown reduction) into the game. Would make a supporter build more attractive
