Best operating system for Tchernobog?

Hi all!
I have had many problems to make this run on my computer (windows 8.1 / Linux), so I decided to run it on a virtual machine.
What operating system would you recommend for this application?
I already have Windows 8.1 and it didn't work. I don't want to install Windows 10.
I think maybe it will work better with Windows 7...
