Are they triggered at the same level you can cast them from your spellbook?

E.g.

1.) Inferno has "12% Chance to Cast Inferno on Striking". If I can cast Inferno at level 12, will the Inferno triggered by "Inferno" be level 12 as well?

2.) "Iceblink" has "10% Chance to Cast Frost Shard When Struck". If I can cast Frost Shard at level 7, will the Frost Shard triggered by Iceblink be level 7 as well?

3.) Lastly, do spells cast from staffs have the same level as spells cast from your spellbook?

I don't know that, but that's an interesting question which I also like to know the answer to.....

In my opinion, that's the only way it makes sense. The current level of the spell "comes" from your spellbook. How else would it work?

It doesn't specify on the item "x% chance to cast level n spell". So I assume as well, that the current level of your spell is used. Hope to get clarification.
