Where are the quests?

All the quest books can't be opened and the townspeople don't offer quests. All the quest areas are accessible right away, if you have the min. level, but there don't seem to be any quests.

I've downloaded the mod and need to start it from the archive in my download folder, or else it won't start and I get the 0xc000007b error.

Am I doing something wrong or are the quests not implemented yet?

Yes they are not implemented "yet". If you remember that was the case in orginal Diablo 1 too
