Character Problems

Every time i try to create a character it tells me i cant. Can anyone shed some light on this subject for me please?

I just downloaded the 6.5 from the website and it still wont let me create the character. I am running windows 7 and am in the administrator. It is still telling me i cant create the character. I also downloaded the 6.6 patch to see if that would help and i cant install it. It says I am missing a file and tells me to reinstall. I did that and it still says i dont have the data/awk.dll file... I am at a loss of what to do.
