I have been playing around with it with various classes and wonder if there is a bug in the "to hit" programming.
I just can't seem to score a damaging hit on anything very often. I see that the set offers an increase of the "to hit" 2x per level. Is that working?
Maybe it also needs crit hit chance per level and random crit damage?
Game could use a series of high level unique amulet, ring, helm, shield, armor, and belt with IGNORE TARGET DEFENSE and 3-5 random item effects.
This would make the numerous exceptional Rare weapons and the spread of Set and Unique weapons viable in Torment play.
