Toolbelt fails to handle the full 10 slots after 1wk

My toolbelt fails to expand to the full 10 slots when I mouse over it, or upon striking the ~ key.
I had just gotten killed by some boss on floor 8, went to Adria to have my sorcerer's mana and potions restored when I noticed it. I've tried restarting, deleting the settings "settings.chuj" file, creating a new character, reinstalling the mod, reinstalling the base game and mod, nothing seems to restore the full 10 slots.
I hear the dev has stopped working on the mod, but perhaps one of you guys have had a similar issue, or could at least instruct me on how to more thoroughly cleanse my settings files as I'm sure thats where the problem lies, everything was working fine for about a week
