Ignore target defense question

Hi all, i was thinking: does ignore target defence property works like in diablo 2? That is makes enemy armor useless? Because in this case I should hit every monster of the same level the same times (having the same to hit)... Instead i noticed that with hearthseeker in dungeon 16 hell I hit less often the warriors than any other monster, and even less the unique ones (that is make sense, having them an higher level).
Is this a bug or does it works in another way?
