Warrior block chance changed?

Warrior block chance changed?
So witch 120dex i schoud have 100% block.
My warrior have.
STR 250
Dex 123
VIT 101
MAG 40
So when i saw block chance 75% i was in shock it shoud be warning!!
Whole char to delete.
Or maybe there is special shield to find which give 99% or 100% chance to block anyone can explain this?
