Diablo is the only enemy i encountered which drops items with up to 63 additional dmg so far...

Did anyone of you get this affix from an other enemy as well?

Not even, best i have is 50ish. You must have been lucky to get the max.

No. He has best drop chance but this is not exclusive to him, nothing is exclusive to him, it's just more likely for him to drop very good stuff.
