MF isn't such random. Item drops are random. Firstly game decide what type of item is being dropped from killed monster. So you have gold/potion/scroll/item. When it decide to drop eq item then odds are calculated for colour of particular item. So, lets say, game decide to drop Great Helm. You want to find Tancred helm, so you think that if you have high MF it would be easy as hell (not Hell difficulty... ;p)! Let's say, with MF 0% you have 0,2% chance to drop set Great Helm when you drop GH. You have +400%MF so you have... +1% chances that it's gonna be set. MF isn't random - only drops are (with or wihout MF).

MF doesn't affect chest drops.
