What level does this recipe start dropping on?

I have a lvl 40 rogue and hunting for the elusive HS. I have been repeating Lost Treasure and killing the end necromancer group. Wondering if I should go back into hell for exp + chance of recipe or continue repeating the LT chest and necro group?

Are there any other torment-viable weapons for rogue other than HS?

Eaglehorn is doable if you somehow managed to find it earlier than HS, not really much besides that. Buriza-Do Kyanon can also possibly be viable has to be very well rolled on penetration part and you also need other pieces like Belial's Visage etc

HS is just on a whole another level compared to these and if you wanna play with other stuff it's doable but requires enormous patience
