Yes, a character's level will affect the quality of the items they find. There's a wide variance, so sometimes the items you get will be way above or below what you expect, but overall the higher the character's level and the deeper the dungeon, the stronger the items.

character level (clvl) affects following items.
- items sold by griswald/adria/gheed (gamble)
- enchanted random affixes on craft

monster level (mlvl) affects following item.
- drop items from enemies

dungeon level (alvl) affects following item.
- drop items from objects (chests/barrels/corpse etc)

ooooh so I CAN, in fact, craft some cool staves with lots of -res but I have to get like lvl 60 first?

no need to get lv60 for reduce target resistance suffix (of incineration/of storms etc).
50 is enough level.
for example, when craft Spellweaver's staff...
(mistook, wasn't Archmage's but way of thinking is the same)

<added craft bonus>
-Page4 spell lv +(1-3)
-Page4 spell lv +(1-3)
-(21-30) to Magic
-Regen (5-6) Mana per 5 Sec

<added random affixes>
- prefix 1 (some prefixes cant roll)
- prefix 2 (some prefixes cant roll)
- suffix 1 (some suffixes cant roll) >of incineration
- suffix 2 (some suffixes cant roll) >of storms
- suffix 3 (some suffixes cant roll) >of winter

at least, I think 4th tier craft have possibility to roll highest affixes except "affixes for rare only".
(ex.some req lv48 affixes, cruel/evisceration/godly)
all reduce resistance is suffix, so you have chance to roll multiple reduce resistance suffixes on lv50.
but to get them are way too hard (need tons of trials perhaps)

What items can be crafted/found with -res? Staves only? or all items no matter what kind?

So far have found only staves with this ability. Seen some -res uniques as belt ( i think..)

basically,only staff rolls reduce resistances suffix and there's no suffix has reduce physical resist.
(reduce physical/all resist abilities are uniques/set only)

Damn that means I can't use 3rd tier recipe as I was intended to, becaus they give levels to CL spell. Oh no I have to FIND the staff as a rare drop!

ive tried mage's staff about hundred times.
as a result got x2 reduce resistances abilities, but no abilities reduce 16% over.

so mage's staff craft rolls following suffixes on random affixes.

- Burning (reduce fire 11-15%, reqlv 29)
- Gracier (reduce cold 11-15%, reqlv 29)
- Thunder (reduce lite 11-15%, reqlv 29)
- Flare (reduce magic 11-15%, reqlv 29)
