Some Questions about working of Skeletons and Spells

Much questions are "noob", but nowdays I don't have assurance of the answer.

-% RESISTS
1. when -% resistance is apllied?! In the moment of a cast and maintain or is applied when next to a monster? of is apllied when I enter in a level?

SPELLS:

1. what lvl of skill of charge and scrolls spells? my lvl from spell list?!
2. life/mana steal works with spells? If yes, BoneSpirit can steal more life and mana?
3. spells can be critical?
4. +% damage to undead/demon works to spells? using a mace too?

SKELETONS
1. down all resist/physical resist up the damage of skeletons?! and all I need is to cast something at enemies?! what frequency?!
2. +% damage to undead/demon works to skeletons? using a mace too?
3. what is the base of physical resist of monsters at torment?!
4. life steal works for skeletons?
5. skeletons can critical?
6. ITD works for skeletons?
7. Vitality affects skeleton when summoned right? and afte rised not?
