So how does this affect the game exactly? Item levels? mf?
Is there a chart anywhere?

$PLAYER x does not apply to Tchernobog, only Belzebub

The command for single player Belzebub increases monster difficulty. As monster difficulty is increased, so does the quality and volume of the loot drop rate of monsters. It is useful for farming items and experience.

In Belzebub, it is a good feature in which a player may use a high level character to experience game play with lower level equipment builds or variations at a higher than default difficulty setting in Nightmare or Hell. It can make for a challenge for those 50-60 level characters that have already defeated Torment Diablo.

So I did some tests, mob hp and xp are fairly easy:

player1: 150% hp, 125% xp
player2: 200% hp, 150% xp
player 3: 250% hp, 175% xp
...
and so on:
each +player gives +50% hp and 25%xp of player 0, additive

For drops though, I can say I have seen absolutely no difference in amount of drops or item levels.

If at all, maybe possibly it affects level of recipes:
I ran two cathedral 1 complete clears on torment player 10 and got 2x lvl 50 recipes and 3 >lvl 40 recipes, which can be pure rng but that is at least well above average.

I did some other runs and tests, mostly on cath 1 and on lt mages, and so far it seems steady, no noticeable change in drops apart from the already mentioned higher level recipes on average though.

So far it seems to me it's only useful for xp farming, like specialize on killing a specific type of mob, ramp it up, aggro big map and start aoe killing for xp.
