I have played this for years, and I have absolutely no clue whatsoever about what you are referring to. Google is not giving me anything useful either with "diablo mod to sky to stars".

I don't know if the words "stars" or "sky" exist; but yes, there are items with "+X to all attributes". Plenty of them.
