If you want balanced, bug-free experience, you should play Belzebub. It's basically the same mod, just without multiplayer. There's no issues that you have listed. Tchernobog is fairly unbalanced and buggy at the time.

As far as i'm aware, BrightLord no longer working at Belzebub, so even if this features would ever be implemented, they will be in Tchernobog, which is currently in alpha.
If you want to see some changes, you've got to be really patient

As far as i know, there's no legitimate way to respec your statpoints, but you should wait for someone who's been playing longer than me.
